Abstract

The law on the legalization of cannabis consumption, passed in April 2024, demands in Pillar 2 the implementation of scientifically supported and evaluated model experiments for the licensing of specialist cannabis stores. So far, the practical implementation is completely open. On the one hand, the legalization of cannabis consumption stimulates increased demand, which can currently only be satisfied on the black market. This appears counterproductive to the goals of the law. A framework for the evaluation of specialist cannabis stores seems urgently needed.
